Talent management in start-ups: HR challenges in managing human capital in emerging businesses in Maharashtra

Abstract

Startups have emerged as key drivers of innovation, entrepreneurship, and employment generation in India, particularly in states such as Maharashtra, which hosts a thriving ecosystem of technology-enabled ventures. Talent management in startups is not only about recruitment but also about nurturing, developing, and retaining human capital in an environment characterized by uncertainty, rapid scaling, and resource constraints. This study aims to explore the human resource (HR) challenges faced by startups in Maharashtra in managing their human capital. Relying on secondary data from reports, government publications, and peer-reviewed literature, the paper identifies critical HR issues such as talent acquisition, retention, skill development, leadership pipeline, and cultural management. The findings highlight the paradox between high employee aspirations and limited organizational resources, emphasizing the need for innovative HR strategies tailored for startup ecosystems. The study contributes to the literature on strategic HRM in emerging businesses and provides practical insights for entrepreneurs and policymakers. This research paper examines critical human resource (HR) challenges related to talent management faced by startups in Maharashtra's emerging business ecosystem. Startups, integral to innovation and economic growth, face significant hurdles in acquiring, developing, and retaining talent due to constraints such as limited resources, brand recognition, and structured HR processes. This study uses a qualitative approach, including interviews and case studies of startups in Maharashtra, to identify distinct HR issues and propose strategic, context-specific solutions. The findings emphasize the importance of tailored talent management frameworks to enhance organizational sustainability and competitive advantage among startups in this region.
