A critical analysis of Pradhan Mantri Awas Yojana: A study on its implementation and outcomes in North 24 Parganas
Abstract
Pradhan Mantri Awas Yojana (PMAY), is a national flagship housing scheme of the Government of India that seeks to realise housing for all.This paper critically examines the PMAY scheme implementation and results in an area near North 24 Parganas district in West Bengal, emphasising key concerns including relevant eligibility criteria, funding arrangements, and impact on beneficiaries.The analysis is based on quantitative and qualitative data, namely government reports, academic works, and case studies, as well as primary data collected through interviews with 30 beneficiaries.Results show promising advances in meeting the targets for housing but also identify issues including bureaucratic bottlenecks, resource limitations and regional inequities.The paper ends with a review of how the scheme can be made more effective including suggestions on how to strengthen its monitoring and evaluation mechanisms, improve transparency and accountability and cater to the specific needs of socially disadvantaged groups.
